Rosia was born on the third day of June 1936 in Womack Hill, AL to Lenny and Allah Philon; she was the third of six children. Her parents preceded her in death.
On January 24, 1959, in Millry, Alabama Rosia united in marriage to Jodie Mitchell. Rosia and Jodie moved to Sacramento, CA in January 1968 where she worked in various jobs, including clerical work at JC Penney in the custom decorating department, a gift shop and also a bank.
Rosia was a member of Mt. Moriah Baptist Church under the leadership of Rev. Albert Robinson. They were lead to join Shiloh Baptist Church in 1992 where she served faithfully until her health began to fail. Rosia served as a member of the Deaconess Board, as a Sunday School teacher, a member of Naomi Circle of the Women Mission Union and was an active member of the Voices, Women's and Combined Choir. She enjoyed attending Sunday School and being a part of the soprano section of the choir.
Rosia loved gardening, especially her favorite, tending to her pink roses. She leaves precious memories shared by her husband Jodie Mitchell; two sons, Kenneth Mitchell (Jean) of Santa Clarita, CA and Christopher Mitchell of Sacramento, CA; grandchildren, Johnathan and Elyse of Santa Clarita, CA, nieces, Janice McDonald, Dallas, TX, Janice Philon, Anniston, AL, and Matonya Philon, Jackson, AL; nephews, Gary Philon, and Charles Philon Jackson, AL, her Shiloh family and a host of friends.
